Is there a limit on the number of team members or observers an agency can send?

No, there is no limit for the Mock Prison Riot. Some agencies send 1 or 2 people, while others send 70 or more. We also have teams that execute scenarios with 4 or 5 team members and others who execute with 50+ team members. You may tailor a scenario to meet your individual team's needs. Please note, however, that if you intend to participate in the Skills Competition, you must register as a 5-person team with alternates. Only 5-person teams are accepted for Skills Competition.
